It was designed and funded by the Prince Edward Branch Association for Preservation of Virginia Antiques.
Associated with the Constitutional Convention of 1902.
The plaque was made to commemorate the service of Richard McLLwaine, Hampden Sydney's 11th president, who also was a delegate to the convention of 1902.
Enacted Jim Crow policies. Which resulted in voter disenfranchisement for people of color.
It has been taken down and the plaque has been preserved.
